There are many martial arts in the world. You will find some uniques moves in every martial art. And you can deal with the same situation in different ways. What's your background in martial arts, that influences how you make your move for self defense.
If I say something different or say that technique is not useful, that's my opinion. It does not mean I do not like that person or martial art. I know there are great martial artists out there. I respect all martial artists.

In this video, you see what to do if someone grabs your ponytail from behind. It shows that if the attacker grabs your ponytail, you can turn back towards the attacker, strike his groin. When you hit his groin, he might bend because of pain, and you can do elbow strike to his back, then throw him on the ground.
If the attacker just grabs your hair like this and does not do anything else, you can execute this technique. However, when the attacker sees you are trying to do something, you will also prevent you from doing that.
Do you remember he holds your hair? That means he can control your movement.
You turn back towards him, and he just pulls your hair in another direction, you will not be able to execute this technique. When he grabs your hair, he can control your head movement as well as your body movement.
To defend yourself, first, grab his hand that holds your ponytail. Now it would be difficult for him to control you. You can strike him and get out of there. And then leave the place as soon as you can, or you can call the police.
