Currently 100% of rewards earned are issued in the form of Scorum Power, which can be released over a year long power-down process.

The 1 year power-down is too much. Starting off, I can see why the release mechanism was structured in this way, to keep people here. With that said, it's not all about Scorum, the community matters too, right?

A 50/50 split (at least) between liquid SCR and SP is ideal, a portion of rewards would be locked away until powered-down and the rest could be traded/transferred/powered-up, whatever the user chooses. Let the users choose to power up, don't force them to. Otherwise the users that want to power-down will one day do so and they will be gone from this community because they won't want to go through the hassle again. Think long-term.

Personally, I believe a 70/30 split is perfect. This allow users to receive liquid rewards by locking up only a small portion of them. The year long power-down could be reduced to 4 months. Anything more than that should be considered greed.
