Mick Foley returned to Raw and announced himself as the special guest referee for the WWE Universal Championship match between Braun Strowman and Roman Reigns inside Hell in a Cell.

Foley continued the trend of WWE legends and Hall of Famers cutting excellent promos on so-so broadcasts of Raw, which dates back to Triple H's promo on his upcoming match with The Undertaker on the Raw after SummerSlam.
