There are countries suitable for various experiments like breaking international laws and UN order, making precedents, enforcing experimental measures in education, one suitable for banning without reason on which UEFA can train strictness, and finally enforcing some sport experiment. I have "pleasure" to live in one such country.

Football Association of Serbia announced new rules for following seasons. One is there will be no splitting points after 2 rounds of play in 3 round system, all points will count. That one is ok, but other is questionable. Other new rule will be that every club will be in obligation to start each game with at least 2 (or 3) players younger than 21 years ?! If they substitute one they will be forced to replace him with U-21 player too. That is probably learnt from Bosnia where managers substitute such players as soon as 5th minute of the game and obey rules like that which make people saw lacquer of game. Big brains from Serbia predicted that possibility and enforced rule that substitute must be U-21 too. LoL

While I have nothing against giving young players chance to play I really don't think this is right way. Every club would like to send best 11 players on the pitch no matter how many years players have. If player is 20 years old and if he is worth playing in squad I guess coach would put him in first 11. Gaining place in first squad because you are of some age is wrong. I think young players are not gaining chance because to big manager influence in football here. They influence coaches here and order them who need to play because that player is on schedule for selling next season. That is core of problems. Youngsters then have no place and go on loan in lower league where they can not improve.

They claim they want to prevent situation where players go abroad as youth without playing single minute for main club, but is this right way ? I've heard similar rule exist in Romania. Romania impressed on last U-21 Euro and they decided to copy paste rule from that country. I think enforcing of such rule could lower football quality here which is really bad right now. Some young players will benefit from it because they will feel some first squad football and gain more experience, but in league where at least half of clubs are on pure amateur level probably without serious football school I don't think this is good change.

They waned also to prevent clubs from buying second hand doubtful cheep abroad players and to force them to give chance to play to own youth. In the past we had another rule which forbid players from leaving abroad before they reach 27 years. That forced players to stay and play here until serious age and quality of football here was better. Once that rule fell due complaints clubs from West are often coming here to sign youngsters of 16-18 years.This is way how FSS plants to fight against that "abductions".

What do you think about this rule and do you know if similar rule exist somewhere else in Europe ? Does this rule interfere with UEFA rules ?
